In the sequence Ketu follows Mercury and is followed by Venus. Everyone moves through the same order; what differs is where a chart starts and how long the first, partial period runs.
What starts a Ketu mahadasha
Your starting point is set by the nakshatra the Moon occupied at birth. Ketu lords Ashwini, Magha, Mula, so a Moon in any of those three begins life in Ketu mahadasha — usually part-way through it, since only the unspent balance at birth is counted.
